Malaysian diplomats are accused of returning home after raping women in New Zealand

案發2014年5月9日，裡扎爾曼當時是馬來西亞駐新西蘭使館武官。在使館所處的新西蘭首都惠靈頓郊區，裡扎爾曼尾隨塔妮婭·比林斯利回家，在比林斯利屋外“潛伏”約30分鐘，而後赤裸下身，闖入她的臥室，要求與其發生性關係。

Rizalman was extradited back to New Zealand. He admitted in November last year, indecent assault, but did not recognize the attempted rape and burglary charges.

Judge David Collins announced to the Razalman on the 4th of the house arrest. Collins said: "You are intimidating Ms. Billingley ... she is so young woman, living alone at home, should feel safe."

Collins said that Billingsley's "terrible" encounter should not happen, Li Zalman's behavior is "premeditated." However, the two did not have sexual relations.

"You turned the smile into a sexual suggestion, so deliberately trailing and waiting for a long time outside her house," Collins said.

Rizalman is 39 years old. Less than two weeks after the incident, he returned to Malaysia as a diplomat. Billingsley came out to impress the incident, criticizing the New Zealand government to allow Rizalman to return home rather than in New Zealand to face legal trials, so that the New Zealand government for a time under great pressure.

New Zealand Foreign Minister Murray McCuller apologized for the handling of New Zealand's foreign affairs department. According to the New Zealand side, the position of New Zealand officials may make Malaysia mistakenly believe that New Zealand does not oppose the return of Razarman to return home.

In the end, Malaysia agreed to extradite Razalman to New Zealand and to hear it.
